In the suggested edit, does adding just a new tags gives 2 reputation on approval ?

@Lucifer Yes. As far as I know, any approved suggested edit gives the suggester 2 rep. There are no limitations there.

@Lucifer, @jadarnel27, the max rep you can gain through suggested edits is 1000. Afaik the only limitation

I've searched the meta but can't find any related question. I see a user who systematically edits almost all questions that he answers, adding useless tags. Occasionally he edits the question in a useful way (formatting/spelling) but still, the tags are added, too. Is this accepted behaviour?
