Here is my view on things:
First, we need a new "Symfony-2.0" tag. This should not be a synonym of "symfony2". What we said is that we would have a global "symfony2" tag which covered all the Symfony2 questions. We would then have sub-version tags which covered problems which are specific to one version. For example, we now have the "symfony-2.1" tag which is used for Symfony 2.1 questions. So, we need the new "symfony-2.0" tag to tag questions which are specific to the 2.0 version

In the same way, I think we need a new "symfony-2.2" tag. Version 2.2 is already under development and is expected to be released in less than six months. I guess that soon we will start seing problems which are specific to 2.2 and it is better that there is already a tag for them when this starts happening. When version 2.2 is released, we will need to create a tag for 2.3, etc...

Last, we have the issue of the "symfony" tag. Now it is a synonym of "Symfony1". But why symfony1? In any case, it may be a synonym for symfony2 which is the current version. But I think that it is better if it does not exist. In that way we force people to say if it is Symfony 1 or 2 and everyhting will be much clearer for everyone

In fact, since few days it seems that the synonym to symfony -> symfony1 doesn't exist
I've edited few questions recently create with the symfony tag
By the way, I dont think we can create future tag on SO, tags are created when someone add it to a question
well, we can edit a question, add the desired tag, and then re-edit to remove the tag
but that's not the solution
 
It seems that the "symfony" tag somehow exists. If you try to post a new question and type "symfony", then "symfony" is one of the suggested tags (even though this tag does not contain any question)

Regarding the tag for "symfony-2.2" we can wait until someone posts the first 2.2 question and then add the tag

No, you are right, we cannot disable it. But we can remove it if we find it

But it will be a non-end fight .. we might have a stable solution for this tag. Maybe we can have symfony -> symfony2, because symfony2 is the last major version. When we will have symfony3, we will have symfony -> symfony3

For example, since people keep tagging questions with [symfony], it reappears.
If we could blacklist it, they would not do it.
