This is correct. While vote negations (due to deleted posts/vote reversal) are shown on the day of the negation, for the purpose of the cap it counts as "the vote never happened in the first place" — Manishearth9 secs ago

I think the only reason I've ever used a TL close vote on MSO was because it was someone reporting something like "Why is chat down?" when it no longer was by the time they hit the ask button.
@TimStone yeah, stuff that's thoroughly obsolete is the only reason I can ever think of to use it. Like, bug reports on features that haven't existed for like 6 months.

@TimStone I guess I didn't explicitly mention it in that answer, but I'll occasionally answer duplicates in order to be a bit more personable toward the asker - I'll also make sure I link prominently to the dup, and mark the answer CW.
When a dupe is posted, someone usually posts a comment to that effect within minutes. That comment usually gets at least a couple of upvotes while the question is still on the front page. If it's a common dupe, you might see three or four such comments show up at once, all upvoted.

There's a fair bit of angst, @amana, surrounding folks who answer dups rather than closing them - not just the folks who openly plagiarize other answers, but even folks who just hamper efforts to close duplicates by refusing to help identify, improve, and link to a canonical question, thus increasing the noise others have to wade through when trying to close them. So you gotta kinda be cognizant of this when answering.
That doesn't make your answer bad, but when you realized the question was a duplicate it might've been time to take a second look at it: does it add anything to what was already there? Should you post it on the original instead?
If nothing else, adding a note to your answer showing that you recognized there were other, existing answers could've gone a long way toward not generating frustration from those who did take the time to find the original.
