Of course not. Moderators mostly fall back upon application of the codified rules. And very few rules are appropriate and applicable 99% of the time when rigidly enforced.
That's why this specific discussion is so pointless.
It's framed around moderator abuse, instead of the rules, which is what the OP actually wanted to talk about. (I think.) The rules aren't decided by moderators.
